Notwithstanding that I don't own a snow machine, yet...

How often is the Minarets road open to Mammoth Pools? 

Is it Prather ranger station that we should call to know if the gate is locked?

Minarets is only gated past the Mammoth Pools road so in theory it is open year-round but access to Mammoth Pools depends on how much snow is on the un-plowed roads. The next gate down is about a mile from the dam and I think it only gets locked for deer migration but not sure. You could hike to the dam from there if it was locked.

Call the Bass Lake Ranger district in North Fork. Good luck.

Snow can linger in the shadows not far beyond Mile High Vista, making the road impassable at times, from what I understand.

It officially felt like Fall to me this weekend. Snow on the distant peaks, rain and hail, gloves, thermals....its happening again.
